Regina Phelps is recognized internationally as a thought leader in pandemic planning, Incident Management Team development and emergency exercise design. With over 27 years of experience, she has provided consultation and speaking services to clients in four continents.

She began her interest in pandemic planning in 1996 and took it up in earnest after H5N1 jumped to a human for the first time in 1997 in Hong Kong. Ms. Phelps conducted the first major speech on the topic in the field of emergency management at the Disaster Recovery Journal Fall World in September 2003.
